Content and Structure
Item 1: Draft agenda of the 42nd meeting of the Administrative Board. Item 2: Draft minutes (AB/42/2(1)) and revised draft minutes (AB/42/2(1)) of the 41st meeting of the Administrative Board, 20 November 1990. Revised minutes, signed by the Director and the Chairperson, detail the final approval of the 1991 work programme (p.2), the arrival of Mr. Bertie Ahern TD, Irish Minister for Labour to 'address the Board members and cut the first sod of the new building' (p.9), the approval of the European Parliament's discharge on the Foundation's 1988 accounts (p.10) and the election of Jean-Claude Vandermeeren as the Chairperson. Vice Chairperson Kador presented Vandermeeren's apologies for his absence from the Board meeting. (p.11). A list of persons present is annexed as is the transcription of the speech made by Mr Ahern on turning the first sod of the new building of the Foundation. 19pp. Item 3: Forty-first progress report by the Director on the activities of the European Foundation, covering the period December 1990-March 1991. Report provides an overview of the activities of the Foundation 'Implementation of the Work Programme for 1991 has begun well ... Frequent meetings have been held with Commission officials and members of the Parliament, the Permanent Representation of the Council of Ministers, and the Economic and Social Committee' (p.1). Detailed also in the report is the programme of work (p.2), External relations (p.4) and Finance and organisation (p.4). A number of revised annexes are attached to the report including Work programme 1991-progress (annex 1), a list of publications December 1990-March 1991 (annex 2) and a list of meetings December 1990-March 1991 (annex 4). 42pp. Item 4: Draft annual report for 1990. Covering note sets the report in context, setting out its aims, target audiences, presentation and structure. Report is presented in three sections; 1. Review of 1990, 2. The work of the Foundation and 3. Annexes. 117pp. Item 5: Accounts for the year 1990, include a recapitulation of main accounting principals (p.1), an analysis of financial management (p.2) and a balance sheet at 31 December 1990 (p.22). 26pp. Item 6: Draft budget of the European Foundation for 1992. Item 7: Preparation of the next four-year rolling programme, 1993-1996. Document states that the tasks entrusted to the Foundation are 'to develop and pursue ideas on the medium and long-term improvement of living and working conditions' and because of this the next four-year programme 'should develop projects capable of providing indications which will be valid for the end of the century' (p.1). Document also proposes that 'a series of brainstorming sessions should be held in 1991' and a proposed timetable is given for these. 2pp. Item 8: An assessment of the evaluation procedure. Covering note states that the Government Group had a discussion on the existing evaluation procedure and 'attached is a copy of the note on evaluation procedure which was approved by the Administrative Board, 10 July 1987'. Assessment includes Objectives of the evaluation procedure (p.2) and Implementation (p.2). Included also is an annex listing the Evaluation Committee meetings for 1987-1990. Item 9: Participation by the Foundation in the European Year of Health and Safety in the Workplace (1992). Document looks at the specific contributions the Foundation can make to the European Year of Health and Safety in the Workplace. Actions currently envisaged by the Foundation are listed as 1. A European conference on the theme 'Prevention through improved design' (p.1), 2. A conference on systems of documentation on working conditions and health/safety (p.2), 3. a survey on working conditions and occupational health in the Community (p.2), 4. a European conference on workplace actions for health (p.2) and 5. an architectural competition on Building Design (p.3). 3pp. Item 10: AB/42/10a1-Signed decision increasing the travel, subsistence and miscellaneous expenses of members of the Administrative Board and Committee of Experts.
