Content and Structure
Item 1: Draft agenda of the nineteenth meeting of the Administrative Board. Item 2: Draft (AB/19/2(1)) and revised draft minutes (AB/19/2(2)) of the 18th meeting of the Administrative Board, 9 July 1982. Revised minutes are signed by the Director and Chairperson and include a first discussion on the draft 1983 work programme in which the Chairperson informed the Board that he had been heard by the Environmental Committee of the European Parliament who were 'especially dissatisfied to find that the Foundation's studies were mainly devoted to working conditions and not living conditions' (p.2). Responding to this, a member of the Employers Group stated that the view of the Parliament was to be appreciated but that the Administrative Board was responsible for the programme formulation, this approach was confirmed by the Deputy Director (p.3) while a spokesperson for the Workers Group went further and stated that the 'European Parliament should not interfere in this process of decision-making of the Administrative Board and possibly jeopardise the compromises reached.' (p.3). The re-election of Jean Degimbe to the Chair is also recorded (p.6). Both a list of persons present and a list of decisions taken at the 18th Board meeting are annexed. 11pp. Item 3: Sixteenth progress report by the Director on the activities of the Foundation, covering the period July-November 1982. Report, dated 3 November 1982, details the Evaluation of Studies (p.1), the state of implementation of the 1982 research promotion programme (p.2) and dissemination activities during second half year 1982 (p.2). Annexed are a list of studies undertaken under 1981 programme of work (annex 1) and Study contracts 1982 (annex 2). Item 4: AB/19/4-Second draft of the 1983 programme of work. Programme outlines the working plan of the Foundation detailing Dissemination and Documentation (p1), Studies and pilot schemes (p.2) and a study into Working time and Leisure time wherein the Foundation examined initiatives taken, throughout Europe, to deal with the problems surrounding unemployment 'so as to provide an exchange of information and experience in a European context.' (p.9).13pp. AB/19/4a-Memorandum from the Director to Board members stating that 'following the reduction in our budget for 1983 we have examined in detail the 1983 Programme of Work and wish to make the following suggestions for your approval'. (p.1) A list of suggestions is then provided and the Director comments that if the suggestions are approved 'it will mean fewer subjects are covered compared to previous years but the consequent advantage is that the depth of the remaining individual studies can increase'. (p.2) 2pp Item 5: AB/19/5a-Signed decision making adjustments to the 1983 budget 'to bring the Draft Budget into line with the subsidy expected to be granted by the Budgetary Authority'. Annex showing the adjustments is included. Copy of the 1983 draft budget is included. AB/195b-Signed ratification of the decisions taken by the Bureau since the Board meeting of 9 July 1982. AB/19/5c-Signd decision relating to the revision of the conditions of employment of local agents serving with the Foundation.
