Abstract

Item 1: Draft agenda of the seventeenth meeting of the Administrative Board. Item 2: Draft minutes of the sixteenth meeting of the Administrative Board, 4 December 1981. Minutes are signed by the Director and Chairperson and discussion on the oral statement by the Chairperson on Foundation staff regulations (p.8). A list of persons present at the 16th meeting and a list of decisions taken by the Board are both annexed. 12pp. Item 3: Fourteenth progress report by the Director on the activities of the European Foundation covering the period December 1981-March 1982. Report, dated 8 March 1982, details the activities of the Foundation including Finalisation of the 1980 research promotion activities (p.1) and Implementation of the 1982 research promotion programme (p.2) 2pp. Item 4: Work programme for 1982. Document outlines the Foundation's programme of work for 1982 'the sixth annual programme of the Foundation and the second one forming part of the four-year rolling programme 1981-1984' (p.1) under headings including Research Promotion (p.1), The Improvement of Working Conditions (p.5) and The Improvement of Living Conditions (p.14). Two explanatory notes have been attached to the draft. Included also is a letter, 26 October 1981, from the Chairperson of the Committee of Experts to the Chairperson of the Administrative Board in which he lists the difficulties the Committee of Experts encountered when fulfilling it's agreed role. An annex 'Ten project notes on the draft work programme for 1982' is attached. 22pp. English copy only. Item 5: Draft sixth annual report on the activities of the European Foundation. Report deals with the activities, financial situation and future guidelines of the Foundation and headings include Staff developments (p.3), Work Programmes for 1981 and 1982 (p.4) and Social security situation of staff (p.14). A number of annexes are attached including an Authorised Staff Table for 1981 (annex 3), an organisational structure for 1981 (annex 4) and the Work programme for 1981 (annex 6). 55pp. Item 6: Draft accounts for 1981. 24pp. Item 7: Draft budget for the financial year 1983. Draft budget is preceded by a general Introduction containing an outline of the policy justifying the request for the appropriations (p2) and an explanation of the changes in appropriations between 1982 and 1983 (p.8). An authorised staff table for 1982 and a 'statement giving reasons for requesting changes in the staff table for 1983' are annexed. 41 pp. Included also is an addendum 'Adjustments to the 1983 draft budget'. 3pp. Item 8: Oral statement by the Chairperson on the Foundation's staff regulations. No document. Item 9: AB/17/9a1-Decision affecting the amounts provided to members of the Board and the Committee of Experts in relation to travel, subsistence and miscellaneous expenses. AB/17/9a2-Decision affecting the amounts provided to experts from outside the Foundation invited to meetings in relation to travel, subsistence and miscellaneous expenses. AB/17/9b-Signed decision increasing the daily rental of the Foundation's conference centre. AB/17/9c-Signed ratification of the decisions made by the Bureau since the Board meeting of December 1981. A holiday list for 1982 is attached. AB/17/9d-Signed decision relating to the revision of staff salaries. Five annexes are attached showing the basic monthly salaries from 1980-1982. : Other: English and French copy of the invitation issued to the Board members.
