Abstract

Item 1: Draft agenda of the 28th meeting of the Administrative Board. Item 2: Draft minutes of the 27th meeting of the Administrative Board, 26 June 1985. Minutes, signed by Clive Purkiss, Director and Jean Degimbe, Chairperson, detail the Progress report on the activities of the Foundation (p.1), in which the Chairperson officially welcomed Clive Purkiss as Director of the Foundation and announced the appointment of Eric Verborgh as Deputy Director with effect from 1 July. Included also is 'Approval of proposed Information Strategy' (p.2), 'Discussion of points to be finalised in the 1985 Work Programme' (p.6) and the 'First discussion of the draft 1986 Work Programme' (p.7). A list of decisions taken and a list of participants at the 27th Board meeting are annexed. 16pp. Item 3: Twenty-fifth progress report by the Director on the activities of the European Foundation, covering the period July-November 1985. Report, dated 8 November 1985, details the activities of the Foundation including 'External Relations' where 'The Directorate has taken as one of its key priorities the development of its contacts with Community bodies and the organisations represented by Board members.' (p.1), Research Programme (p.2), Translation (p.3) and Staff which includes a list of resignations and appointments (p.4). A number of annexes are attached including the 1984 Programme of Work (annex 1) and a list of Coordination Meetings (July-December 1985). 19pp. Item 4: AB/28/4-Draft 1986 Work Programme. Programme, the tenth annual programme of the Foundation, covers the three basic activities of the Foundation; Research Promotion (p.2), Evaluation of Research Work (p.24) and Dissemination of Information (p.25). Programme states that the 'research in 1986 will develop further the main themes in the 1985-1988 rolling programme, giving balanced consideration to living and working conditions' (p.2) and that 'during 1986 the Foundation is aiming at better communicating its substantial body of research and information to wider audiences. This will have major implications for the activities of collection and assessment, publication and dissemination of Information' (p.25) while the accession of Spain and Portugal to the European Community is also cited as having major implications for the Foundation. 28pp. AB/28/4a-Paper outlining the proposed aims and structure of the proposed General Conference on the impact of new technologies on living and working conditions. 3pp. Item 5: Paper in which the Director suggests ways for improving the evaluation procedures of the Foundation, as requested by the Board at the 27th Board meeting. Director details his understanding of the purpose of evaluation (p.1) and lists a number of proposals on all areas of the Foundation's work programme 'aimed at making more efficient use of the Foundation's resources, increasing the effectiveness and impact of its programme, and improving the timeliness of the Foundation's response to Community needs' (p.3) 3pp. Item 6: Paper by the Director on 'Information and Dissemination Policy Strategy'. Paper follows the Administrative Board's discussion of the Foundation's information and dissemination activities in June 1985 and sets out concrete proposals for priority action. 'The proposals are designed to assist in the more efficient and effective transfer of information about the Foundation's research activities to potential users of the research' (p.1). Paper considers 'forms of presentation' (p.1) where two new forms of publication are proposed: A European Foundation Newsletter and a new series of Information Booklets. Also considered is the Distribution Efficiency (p.3) where mailing lists and national and international databanks are proposed. An appendix 'Thoughts on the development of an information network' is attached to the paper. 6pp. Included also is the newsletter of the European Foundation. Titled 'Facts' it introduces the Foundation and it's work including Research in Progress (p.2) and Research Planned (p.3). The back page includes a profile of Dr Clive Purkiss and a description of the Information Services offered by the Foundation. 4pp. Included also is an Information Booklet Series titled 'The role of the parties concerned in the introduction of new technology'. Covering letter from Clive Purkiss states that this is a pilot booklet designed to introduce the Foundation's new Information Booklet Series. AB/28/7a-Decision making a number of adjustments to the draft 1986 budget to bring it into line with the subsidy expected to be granted by the Budgetary Authority. Adjustments to be made are set out in annex 1. Addendum makes a further change while the 1986 Draft Budget is attached. AB/28/7b-Signed ratification of the decisions made by the Bureau since the Board meeting of 26 June 1985. AB/28/7c-List of contracts submitted to the Board at the 28th Board meeting for approval. item 8: Election of Chairperson and Vice-Chairpersons. No Document. AB/28/9a-Report on the project 'The impact of social cohesion and time available for assistance to the elderly'. At the 26th Board meeting the Board asked for a report on the project in order to confirm the nature of the study and the approach being adopted to it. Annex 1 sets out the wok undertaken so far and the proposed path for the future development of the project. 7pp. AB/28/9b-Decision appointing a Deputy Authorising Officer for the European Foundation. B/28/9c-No document. AB/28/9d-Signed decision to acquire an Audi 100 cd replacement car rather than a Peugeot, as agreed at the Board meeting of 29 March 1985. Other: English and French copy of the invitation issued to the Board members.
