Abstract

Item 1: Draft agenda of the 40th meeting of the Administrative Board. Item 2: Draft minutes of the 39th meeting of the Administrative Board, 24 November 1989. Minutes, signed by Clive Purkiss, Director and Niels Ole Andersen, Chairperson, detail the progress reports of the Director (p.1), the report by Jean Degimbe on the Commission's action programme on the social charter (p.2), the final approval of the 1990 work programme (p.4) the discussion on the role of the Committee of Experts (p.10) and the election of Chairperson and Vice-Chairpersons in which Niels Ole Andersen was elected as Chairperson (p.13). A list of participants at the 39th Board meeting is annexed. 15pp. Item 3: Thirty-eighth progress report by the Director on the activities of the European Foundation, covering the period December 1989-March 1990. Report gives an overview of the situation noting that 'Enquiries to the Foundation are growing rapidly and the quality of material disseminated continues to improve. One consequence has been higher media exposure' (p.1). Detailed also is the Programme of Work the '1988 work programme was completed to time and the 1989 work programme fully committed' (p.1), External Relations (p.3) and Finance and organisation (p.3). 3pp. A number of annexes are attached. Item 4: Draft annual report for 1989. Note for the Administrative Board sets the annual report in context, outlines its structure, which is set out in three sections; 1. Review of 1989, 2. The work of the Foundation and 3. Annexes on the aims of the report, target audiences and presentation. 104pp. Item 5: Accounts for the year 1989. 24pp. Item 6: Address by Vasso Papandreou, Commissioner for Employment, Industrial Relations, Social Affairs, Education and Training. No document. Item 7: The Commission's action programme relating to the implementation of the Community Charter of basic social rights for workers. Paper 'is directed at stimulating discussion on the contribution which the Foundation might make to the Commission's action programme' and is divided into two parts; 1. Discussion Paper and 2. The new initiatives and the work of the Foundation. Part one considers the nature of the contribution that the Foundation might make to the action programme, and puts forward proposals for discussion by the Board. Part two, 'by way of background information, details for each of the 47 initiatives contained in the thirteen chapters of the action programme, the current position on Foundation work and options for further development.' 30pp. Item 8: AB40/8-Paper discussing the 'New Community initiatives: Implications for the Foundation' in which the environmental aspect of the Foundation is reiterated 'the Foundation shall deal more specifically, inter alia, with long-term aspects of improvement of the environment', the work related to the improvement of the environment is summarised and the Administrative Board is asked to take note of the Commission's proposal to create a European Environmental Agency and the European Network for environmental monitoring and information. Included is a copy of the preparatory act from the Commission proposing to set up such an Environmental Agency. AB/40/8a-Note reflecting on the proposal to establish a Safety, Hygiene and Health Agency. Note was submitted to the Board to stimulate discussion on the implications such an agency would have on the Foundation. 5pp. Item 9: Discussion document on the assistance the Foundation should give to developments in Eastern Europe via different community programmes. Document states that 'the Foundation cannot be indifferent to developments occurring in the countries of Eastern Europe ... The Foundation believes it has a potential contribution to make to the economic and social restructuring of these countries ... The Foundation can make available from its accumulated knowledge on the improvement of living and working conditions, findings and information of particular relevance to a process of modernisation'. Annexed is the 'Action plan for coordinated aid to Poland and Hungary' and the 'Aid for Romania and Poland' press release. 10pp. Item 10: AB/40/10-Draft budget of the European Foundation for 1991.
AB/40/10a-Explanation of the 60/40 division in the Foundation's operational budget. Budget, since 1983, is divided into two Chapters; one covering living conditions (40%) and the other covering working conditions (60%).
AB/40/10b-List of study contracts to be approved by the Administrative Board. Other: Letter from Clive Purkiss, Director (19 February 1990) to members of the Administrative Board requesting that they bring to the 40th Board meeting an agreed shortlist of nominations for the Committee of Experts.
