Abstract

Item 1: Draft agenda (AB/34/1(1)) and draft annotated agenda (AB/34/1(2)) of the 34th meeting of the Administrative Board. Item 2: Draft minutes of the 33rd meeting of the Administrative Board, 10 July 1987. Minutes are signed by Bens Gaston, Chairperson of the Board in the absence of Jean Degimbe 'who was unavoidably detained in Brussels and Strasbourg'. Minutes detail the 'First discussion of the draft 1988 programme of work' (p.2), the preparation of the four-year rolling programme for 1989-1992 (p.4) and the presidency of the Administrative Board, 'it was agreed that from December 1987, the presidency of the Administrative Board would rotate on an annual basis' (p.7). A list of persons present at the 33rd meeting is annexed. 8pp. Item 3: Thirty-first progress report by the Director on the activities of the European Foundation covering the period July-November 1987. Report details the activities of the Foundation generally and notes that 'Enquiries and demands for publications from the Community Institutions and representative organisations in Member States continues to grow rapidly ... Sound progress is being maintained on the 1986 and 1987 work programmes; no critical problems have arisen'. (p.1). Report also details External Relations including meetings with the Socialist Group of the European Parliament (p.1), The Programme of Work (p.2), Organisation (p.3) and Staff(p.3). 3pp. A number of annexes are attached including a list of activities-continuation of research projects (annex 1), New research commitments as at 30.10.1987 (annex 2) and Publications plan July-December 1987 (annex 5). Item 4: Draft programme of work for 1988. Draft programme contains an introduction putting the programme into context and emphasising the link with the new four-year rolling programme (p.1), a list of activities (p.2) and a number of programme sheets are annexed (p.7). 32pp. AB/34/4a-Views of the Committee of Experts on the Draft Programme of Work for 1988 commenting on the general presentation that 'the Committee has noted once again the constant improvement in the presentation of documents submitted by the Foundation's management, to whom it wishes to express its renewed congratulations' (p.1) and offering some suggestions to further improve the presentation. Also presented is a 'Detailed examination of the fourteen sheets submitted' (p.4) whereby the sheets are reviewed on an individual basis. 8pp.

AB/34/4b-Complementary notes to the Programme of Work for 1988 giving indications on the proposed activities linking to the new four-year rolling programme and the Estimated costs of the 1988 Work Programme. 4pp. Item 5: First framework document on the four-year rolling programme. Covering note for the Administrative Board states that the framework document was prepared after discussion in the Working Group on 14 September 1987 and was approved by the Bureau on 15 October 1987. The Administrative Board is asked to approve the document. Framework document includes an introduction (p.1), outline of the action of the Foundation (p.1), audiences (p.3), framework of the activities of the Foundation (p.3) and themes for the programme (p.5) where it is proposed to 'concentrate the activities of the next four-years around a leading theme: The completion of the internal market 1992, New opportunities for growth and social cohesion in Europe' (p.6). 6pp.

AB/34/5a-View of the Committee of Experts on the paper 'Preparation of the four-year rolling programme 1989-1992' as expressed at their meeting on 9-10 November 1987. The Committee states that its 'main responsibility was to issue supplementary recommendations so as to extend the range of options open to the Foundation, and so as to achieve greater depth in certain concepts' (p.1). Paper details 'the Foundation's Activities' (p.1), 'the Foundation's Publications' (p.3), 'The framework of the activities' (p.4), 'The context' (p.5) and 'The themes in the programme' (p.7). 8pp.
