Abstract

Item 1: Draft agenda of the 23rd meeting of the Administrative Board. Item 2: Draft minutes of the 22nd meeting of the Administrative Board, 11 November 1983. Minutes, signed by Bent Pedersen, Deputy Director and Jean Degimbe, Chairperson, detail the 'Progress report of the Director on the activities of the European Foundation' (p.1), 'Final approval of the 1984 Work Programme' (p.2), a ' Discussion on the European Parliament' where the Board was informed of the problems of the Committee on Public Health, the Environment and Consumer Protection with regard to the Foundation. Board was informed that Mr. Eisma was asked to prepare a report and the Bureau members were informed of the content of the draft report. The Board commented on Mr. Eisma's report and agreed that the Groups would appoint representatives to attend the two hearings related to this report. Jean Degimbe would also attend in his capacity as a representative of the Foundation. (p.6) A list of participants and a list of decisions taken by the Board at the 22nd meeting are annexed. 11pp. Item 3: Twentieth progress report by the Deputy Director (Wiebe de Jong, Director, was ill from January 1984) on the activities of the European Foundation, covering the period November 1983-March 1984. Report details the activities of the Foundation including finalisation of 1982 research promotion activities (p.1) and meeting with the EP Committee on the Environment, Public Health and Consumer Protection stating that 'representatives of the Board and the Director of the Foundation were invited to a hearing of the above mentioned Committee on 30 November 1983 when the report prepared by D. Eisma on the European Foundation was discussed'. (p.2). 2pp. Item 4: 1983 annual report as presented by Bent Pedersen, Deputy Director, in the absence of Wiebe de Jong, Director. Annual report for 1983 details the internal structure of the Foundation (p.5), Budget and Personnel (p.8), Research activities (p.12) and Translation Services (p.38). A number of documents are annexed including diagram illustrating Research Work 1981-84 (p.46), Diagram illustrating 8 years of Foundation Research (p.47) and Conferences and seminars at which European Foundation was represented in 1983 (p.56). 59pp. Item 5: Draft accounts for 1983. Accounts include an analysis of Financial Management (p.1), Statement of Expenditure (p.5) and a Balance Sheet at 31 December 1983 (p.22). 24pp. Item 6: Draft budget for 1985. Budget contains an introduction stating that the Bureau did not look at the draft budget at their 7 February 1984 meeting and a special meeting of the Bureau has been fixed for 6 March 1984. Included also is an explanation of the changes in appropriations between 1984 and 1985 (p.2). 30pp. An addendum from the Bureau meeting of 6 March 1984, where the Bureau decided to maintain the Budget as originally proposed and to request one new C3 post and a number of staff (p.1). Annexed to this are an Authorised Staff Table 1984' (p.4) and a statement giving reasons for requesting changes in the Staff table for 1985 (p.5). 9pp. Item 7: Discussion paper on the 1985-1988 four-year rolling programme. Paper outlines the need for the four-year rolling programme to reflect the aims and tasks of the Foundation (p.1), the need for it to be linked to the long term plans of the Foundation (p.2) and then argues that some 'hypotheses relating to the development of society during the late 1980s and the early 1990s be formulated, based on some indicators regarding the likely economic, social and technological development in some key areas over the same period.' (p.2). Paper lists some of the hypotheses as 'rapid development of new technology ... innovation in the field of microelectronics and informatics ... developments in the field of biotechnology ... increase in the demand for social expenditure and health services' (pp.3-4).
