Item 1: Draft agenda of the fourteenth meeting of the Administrative Board. Item 2: Draft minutes of the thirteenth meeting of the Administrative Board, 18 November 1980. Minutes detail the Final approval of the 1981-1984 Rolling Programme (p.3) and a Discussion and approval of the draft programme of work for 1981 (p.3). Budget is preceded by a twelve page general introduction detailing an outline of the policy justifying the request for the appropriations (p.2), and an Explanation of the changes in appropriations between 1981 and 1982 (p.8).
