Item 1: Draft agenda of the twenty-second meeting of the Administrative Board. Item 2: Draft minutes of the twenty-first meeting of the Administrative Board, 8 July 1983. Minutes, signed by the Director and Chairperson, detail the progress report of the Director for the period March-July 1983 (p.1), a discussion on the draft 1984 work programme in which the Chairperson reported that the Commission would like the Foundation to undertake a study in the field of housing and in this context would support the proposal of Mr. Collins (AB/21/4add). (p.4). A list of participants and a list of decisions taken by the Board at the 21st meeting are annexed. 10pp. Item 3: Nineteenth progress report by the Director on the activities of the European Foundation, covering the period July-November 1983. Report details Evaluation meetings (p.1), Finalisation of the 1982 research programme (p.1), Further implementation of the 1983 research promotion programme (p.1) and Dissemination activities (p.2). A number of tables are attached including Studies undertaken under 1982 programme (table 1) and Study contracts 1983 (table 2). 9pp. Item 4: Draft proposals for the 1984 work programme. Included also is a 'Contribution of the Commission's services on the Foundation's draft work programme for 1984' which states that the 'Commission departments approve in principle the proposals set out in the note '1984 work programme-draft proposals, September 1983' ... it is proposed to add housing as a subject for additional research.' (p.1). Item 5: AB/22/5a-Decision to make the necessary adjustments to the draft 1984 budget 'in order to bring the draft budget into line with the subsidy expected to be granted by the Budgetary Authority'. Annex showing adjustments is included as is an addendum 'regarding the European Parliament's attitude to the Foundation's 1984 budget.' 5pp. AB/22/5b-Signed ratification of the decisions made by the Bureau since the Board meeting of 8 July 1983. AB/22/5c-Signed decision increasing the fees payable to the Foundation's medical practitioner. AB/22/5d-Signed decision amending the rules laying down the conditions of employment of local staff serving with the Foundation. Item 6: AB/22/6a-Signed decision to transfer funds within Chapter 3 of the Foundation's 1983 budget. AB/22/6b-Signed decision to approve the signature of the study contracts set out in annex 1 and to authorise the Director and Deputy Director to sign these contracts. List of '1983 Study Contracts' is annexed as is the 'Formula for approval of Study Contracts'. Addendum is attached adding an extra study contract to the list approved. Other: File of material relating to the 22nd meeting of the Administrative Board including an invitation to the meeting (English and French copies) and a letter, 2 November 1983, from Wiebe de Jong, Director, to all Members of the Administrative Board and of the Committee of Experts regarding the Eisma report, 'This report has very serious implications for the Foundation'. A copy of the report, drawn up on behalf of the Committee on the Environment, Public Health and Consumer Protection on the European Foundation is included. The Committee on the Environment, Public Health and Consumer Protection appointed Mr. Eisma rapporteur. The Committee considered the draft report at its meetings of 16 June and 21 September and adopted the report on 21 September 1983. The report was submitted on 26 September 1983. The report submits to the European Parliament a 'Motion for a Resolution on the European Foundation' noting that the Foundation 'has devoted practically no attention to the environmental component of its activities ... has given inadequate follow-up to the opinions of the European Parliament on this matter ... is not operating in conformity with the duties set out in the Regulation establishing it.' Resolution calls for a number of changes including that 'sufficient attention be paid to to matters relating to the improvement of the natural environment and living conditions' (p.6), that the European Parliament be more closely involved in the management of the Foundation (p.6), that the Administrative Board be reconstituted (p.6), that one of the two coordinators in the Foundation be exclusively engaged in environmental matters (p.6), that budgetary appropriations to the Foundation be divided into separate allocations concerned with a) living conditions and b) working conditions (p.7) and requests that the Commission reports back to the Committee on the possibility of transferring all work in relation to working conditions to the European Centre for the Development of Vocational Training in Berlin so that all the resources in Dublin may be devoted to the improvement of living conditions (p.7). An explanatory statement is included that details the original intention of the European Foundation (p.8), the establishment and functions of the Foundation (p.9), priorities of the Foundation (p.10). Report then looks at various programmes of the Foundation and shows how the Foundation has 'ignored' the environmental aspect of its activities. (p.10). Report also looks at the structure of the Foundation (p.13) and describes the functions of the Director, Deputy Director and the Committee of Experts (p.14). Report then elaborates on the proposals made in the resolution (pp. 13-18) in particular the transfer to Cedefop in Berlin of all work in relation to Working conditions (p.13) and 'Changing the structure of the Dublin Foundation' (p.13). Annexes include a record of the 'Motion for a resolution tabled by Mr. Muntingh pursuant to rule 47 of the rules of procedure on the Dublin Foundation' (annex 1), 'Opinion of the Committee on Budgetary Control' (annex 2) and an 'Opinion of the Committee on Social Affairs and Employment' (annex 3).
