Abstract

Item 1: Special meeting of the Committee of Experts to discuss Draft Programme of Work for 1989. Documents include a revised version of the discussion document (CE/25/1(1)) of possible activities for 1989 presented at the Administrative Board meeting in November 1989 (AB 37/4). The included financial annex details where substantial cuts have been made to the proposed activities for 1989 so that the draft 'now matched the activities costs with the available appropriations of the 1989 budget'. Draft programme has been divided into six areas: Developing social dialogue and industrial relations (area 1); Restructuring working life (area 2); Promoting health and safety (area 3); Protecting the environment, the worker and the public (area 4); Raising the standard and quality of life for all (area 5) and Assessing technologies of the Future (area 6). 75pp. Draft programme was submitted to the Administrative Board as item AB 38/6.
CE/25/1(2)-Opinion of the Committee of Experts, as presented by Gilbert Cornu, Chairperson of the Committee, on the draft annual programme for 1989. Committee states that 'the Experts divided between themselves the task of studying the 25 projects contained in the six main areas of work. The Committee thus listened to the reports of its members, and discussed them before expressing the opinions set out below' (p.1). Opinion contains three general remarks on the draft programme including 'The study of the 1989 programme is marked by the fact that this programme had to be drawn up quickly, and certain projects are still being defined ... The Committee has not had an opportunity to study the financial aspects of the programme proposed, although it appears that these aspects will strongly influence the final choice in launching new projects'. The Committee's opinion also offers their analysis of individual projects under the heading 'Detailed Remarks' (p.2) and offers a 'Final remark' consisting of 'The work of the Committee of Experts brought out two important problems: One problem concerns the consideration of the Foundation finances ... The other problem involves adapting the meetings of the Committee of Experts, which should be able to devote one meeting per year to discussing possibilities for openings and flexibility in the annual programme, which could be of assistance to the management' (p.9). 9pp. Opinion was submitted to the Administrative Board as item AB 37/4b.
CE/25/1(3)-Personal opinion of Gilbert Cornu, Chairperson of the Committee, on the draft programme of work for 1989. Opinion is divided into 'Observations of a general nature' that includes observations on the presentation of the new draft: 'more detailed, more structured and meets the observations contained in the opinion of the Committee of Experts dated 17 and 18 November' (p.1), basic observations on the content of the programme (p.1), observations on the Foundation's working technique (p.2) and observations on budgetary aspects (p.3). Opinion also provides detailed observations on each of the seven areas within the draft programme (pp.4-9). 9pp. Item 2: Item 3: Item 4: Item 5: Item 6: Item 7: Item 8: Item 9: Item 10: Other: Invitation and timetable issued to the Committee members. Invitation, from Eric Verborgh, Deputy Director, to members of the Committee of Experts contains an explanation of why this special meeting of the Committee had been called. 'The meeting will have one item on the agenda, the opinion of the Committee of Experts on the Draft Programme of Work 1989'. Notes: This meeting was a special meeting of the Committee of Experts in which the only item on the agenda was the 'Opinion of the Committee of Experts on the draft programme of work 1989'.
