Abstract

Item 1: Draft agenda of the twenty-first meeting of the Committee of Experts. Item 2: Draft minutes of the twentieth meeting of the Committee of Experts, 29-30 October 1986. Minutes detail the Chairperson's report on the proposed change of the regulation for the Foundation that 'was not yet concluded as the European Parliament had not yet replied formally to the Commission's proposal ... the Parliament, especially the Social Affairs and Employment Committee, was moving towards a positive assessment of the present Foundation's structure and work, and as a consequence, a rejection of the Commission's proposal' (p.1) and the draft 1987 programme of work (p.3). 3pp. The schedule of meeting for 1986 and 1987 is annexed. Item 3: Report by Gilbert Cornu, Chairperson of the Committee, on the activities of the Administrative Board. No document. Item 4: CE/21/4(1)-Draft Annual Report for 1986. Report is preceded by a note for the Administrative Board putting the Annual Report into context, stating the aims of the report 'to present the Foundation's achievements during 1986 in reasonably succinct form' and the structure of the report 'Three part structure: 1. Review of the year 1986, 2. Current Activities and 3. The Annexes.' Note invites Board members to adopt the attached Annual Report. 66pp. Draft Annual Report was presented to the Administrative Board as item AB 32/4.
CE/21/4(2)-Twenty-ninth progress report by the Director on the activities of the European Foundation covering the period December 1986-February 1987. Report details the activities of the Foundation under 'Overview' (p.1), 'External Relations' (p.1), 'The programme of work' (p.2), 'Organisation' (p.2) and 'Staff' (p.3). A number of annexes are attached including 'List of activities-continuation of research projects' (annex 1), a 'List of participants involved in European Foundation Meetings January-March 1987' (annex 3a) and a 'Publications plan December 1986-March 1987' (annex 4). Progress report was presented to the Administrative Board as item AB 32/3. Item 5: Report by members of the Committee of Experts on seminars, colloquia, coordination meetings and evaluation committees: CE/21/5(1)-Report from J. Coffey, Department of the Environment, Dublin on the coordination meetings held in 1987, 27 January and 4-5 May, on the 'Study of safety aspects of the handling and monitoring of hazardous wastes'. Report gives the background and agenda of the meetings and Coffey states that 'I was impressed by the degree of participation at the two meetings by representatives of the Union Group and the Employers Group and indeed the Commission'. 1p. CE/21/5(2)-Report from Thorkild Herborg Nielsen, Committee of Experts, on the evaluation committee meeting concerning the project 'Impact of Social Cohesion and Time Available on Assistance to the Elderly', Brussels 20 April 1987. Item 6: Report by the Directorate on the assessment of the experimental evaluation procedure. Covering note (for the Bureau) sets the report in context 'The Administrative Board, at its meeting of 22 November 1985, decided to introduce an experimental procedure for the evaluation of the research reports ... at its meeting of 2 December 1986 it decided to continue this practice in 1987 and asked the Directorate to prepare a note on the implementation of that decision. As requested the present note intends to give some elements of assessment after one year of practice.' Note details the purpose of the evaluation procedure (p.1), a general conclusion 'In a general way the purpose has been achieved by the new procedure ... The new evaluation procedure has in fact resulted in a better presentation of the publications' (p.2) and lists some specific issues (p.2). A list of research studies, May 1986-May 1987, and the experimental evaluation procedure are annexed. 6pp. Item 7: Memorandum by the Directorate on the preparation of the 1988 work programme. Memorandum (for the Bureau) outlines the 1988 programme of work stating that 'The Directorate's intention is to present the work programme 1988 in a form similar to that for 1987 . . . 1988 will, however be a special year, it marks the end of the four-year programme 1985-1988 and the preparatory stage of the next rolling programme, 1989-1992'. 3pp. Item8: Outline of the preparation of the 1989-1992. 3pp. Item 9: Schedule of meetings for 1987. Shedule was submitted to teh Boar as item AB 32/8d. Other: Invitation issued to members of teh Committe of Experts from Gilbert Cornu, Chaiperson of the Committee of Experts, 14 April 1987 and a timetable for the 21st meeting of the Committee.
