Note states that three main reasons seem to hinder evaluation seminars from reaching their full efficiency include 'Some people, in particular when they are attending a seminar for the first time, do not appear to know exactly what they are here for' and 'We should bear in mind that people attending our seminars are very busy and therefore, have not much time to devote to reading extensive reports'.
