Abstract

Item 1: Draft agenda (French only) and internal brief (English only) from Clive Purkiss, for the fifty-fifth meeting of the Bureau. Item 2: Draft minutes of the fifty-fourth meeting of the Bureau, 21 November 1985. Minutes record the Bureau's preparation of the twenty-eighth meeting of the Administrative Board, 22 November 1985, including comments on the draft 1986 work programme (p.3), the discussion on the proposed information and dissemination policy strategy (p.9) and the adoption of the 1986 budget (p.10). 11pp. Item 3: Final points of the 1986 work programme: B/55/3(1)-Note for the Bureau concerning the 1986 work programme. Note states that 'in carrying out the work programme in accordance with the decisions of the last meeting of the Administrative Board, account will be taken of comments made at the meeting (as well as the comments of the Bureau).' Note further states that this 'applies particularly to new research projects, currently being prepared' and lists the new research projects. Note also details the 'four major meetings' that will be organised by the Foundation in 1986 and the Foundation's dissemination and publication activities. 5pp. B/55/3(2)-Draft 1986 Work Programme. Programme, the tenth annual programme of the Foundation, covers the three basic activities of the Foundation: Research Promotion (p.2), Evaluation of Research Work (p.24) and Dissemination of Information (p.25). Programme states that the 'research in 1986 will develop further the main themes in the 1985-1988 rolling programme, giving balanced consideration to living and working conditions' (p.2) and that 'during 1986 the Foundation is aiming at better communicating its substantial body of research and information to wider audiences. This will have major implications for the activities of collection and assessment, publication and dissemination of Information' (p.25) while the accession of Spain and Portugal to the European Community is also cited as having major implications for the Foundation. 28pp. English only. Item 4: Preliminary draft budget for 1987. Covering note states that the attached draft budget 'proposes an overall increase of 15.3% on the figure approved by the Parliament at its second reading of the 1986 draft budget.' Note explains the increase in the budget on a Chapter by Chapter basis and concludes that 'The Directorate consider that in the light of the projected expansion in activity that the requested overall increase in the Budget of 15.3% is reasonable and invites the support of the Bureau and the Board.' 5pp. Item 5: Outline paper of the Annual Report for 1985. 'The attached note suggests an outline for the 1985 report on which the Bureau's comments are invited.' Note suggests that the 'structure of the report should be based on the topics covered by each programme on which work was done in 1985 ... It is hoped in this way that the reader, unfamiliar with the Foundation's procedures, will more readily be able to identify all the work which the Foundation has done on topics of interest to him without the need to refer to several sections of the report.' An outline of the 1985 Annual Report is included. 3pp. Item 6: Draft agenda of the twenty-ninth meeting of the Administrative Board, 5 March 1986. English only. Item 7: Administrative matters: B/55/7a-Explanation from Clive Purkiss, Director, on the proposal to pay delegates expenses by direct bank transfer. Note states that 'staff of the Foundation who are responsible for collecting the money feel themselves to be at considerable personal risk, given the political climate in Ireland.' English only. B/55/7b-Signed decision authorising the Director to conclude contracts with a number of translation companies for the translation of study reports.
