Abstract

Item 1: Draft agenda of the seventy-eighth meeting of the Bureau. Item 2: Draft minutes of the seventy-seventh meeting of the Bureau, 11 May 1989. Minutes record the Bureau's discussion on the 1990 budget (p.1), the 1990 draft work programme (p.2), the role of the Committee of Experts (p.4) and the oral report on the organisation study where Clive Purkiss, Director, 'reminded the Bureau that the Foundation had commissioned a consultancy firm to make an organisation study. They have completed the first phase of their work which comprised an attitude survey of the staff, detailed discussions with the staff ... He would like to report a very positive attitude on the part of the staff to developments in the Foundation' (p.5). 7pp. Item 3: Oral report on the position of the 1990 budget. No document. Item 4: Preparation of the annual programme of work for 1990 and first indications for 1991 and 1992. 'This paper has been prepared in view of the debate within the groups of the Administrative Board at their meetings in June 1989 ... Its purpose is to stimulate the debate about priorities on the different activities of the Foundation.' 18pp. Item 5: Discussion with Gilbert Cornu, Chairperson of the Committee of Experts, on the role of the Committee. No document. Item 6: B/78/6-Note from the Bureau concerning the 190,000ECU needed, from the Commission, for the 'start-up phase' for the Foundation building project.

B/78/6a-Draft agreement between the European Foundation and the Counseil Central De L'Economie for the rental of two offices situated in the Counseil's building in Brussels. Covering note asks the Bureau to examine the merits of this proposed contract 'and if it approves, to authorise the Director, subject to the issue of the visa from financial control, to sign the agreement.' 2pp.
