Abstract

Item 1: Draft agenda of the extended Bureau meeting and draft agenda of the eighty-third meeting of the Bureau. Item 2: Draft minutes of the eighty-second meeting of the Bureau, 26 March 1990. Minutes record the examination of the agenda of the fortieth Administrative Board meeting including the accounts for 1989 (p.2), the address by Commissioner Papandreou (p.3), the discussion on assistance from the Foundation to developments in Eastern Europe via different Community Programs and the adoption of the 1992 draft budget (p.5). Minutes also record that the discussion on Foundation networks did not take place but the Bureau 'looked forward to having a full discussion at the Group meetings in July' (p.6). 6pp. Item 3: Paper detailing the preparation of the annual programme of work for 1991 and first indications for 1992 and beyond. The paper's purpose 'is to stimulate the debate about priorities on the different activities of the Foundation. It is based on an earlier paper outlining possible activities for inclusion in the Foundation's 1991 work programme.' The paper consists of 'the different activities and projects for the annual programme for 1991, within the framework of the four-year rolling programme 1989-1992. Indications are also given on follow-up activities foreseen for 1992 and beyond.' 16pp. Item 4: Committee of Experts. No document. Item 5: Paper detailing the role and activities of the Foundation in relation to the Commission proposal for a European Safety and Health Agency. 'This paper addresses the role, experience and current activities of the Foundation in the field of safety and health. In particular, the Foundation's current activities are considered in the light of the Commission discussion document no. 2213/90 presented to the Advisory Committee for Safety, Hygiene and Health Protection at Work on the setting up of an Agency for Health and Safety.' 4pp. An annex is included comparing the 'specific activities of the proposed Agency, as set out in a note by the Commission, with those of the Foundation.' 8pp.

B/81/5b-Discussion paper on the extended environmental programme for the Foundation. 'This paper describes the Foundation's role and potential in the environment and is a first attempt to outline the possible activities which could be undertaken if sufficient resources in terms of funding and personnel were made available.' 15pp. Item 6: Draft agenda for the Employers, Governments and Trade Unions Groups meetings in July 1990. Item 7: Administrative matters:

B/83/7a-Signed decision and decision approving payment for planning permission and bye-law approval for the Foundation's new building.

B/83/7b-Signed decision authorising the Director to sign a contract with Cambridge Leasing Ltd. For the supply of two copiers.

B/83/7c-List containing the details of three study contracts to be approved. Item 8: Copies of two signed approvals of study contracts. Item 9: Item 10: Other: Notes: An extended Bureau meeting, including additional representatives from the Governments, Employers and Trade Unions Groups, took place in the morning, before the eighty-third meeting of the Bureau. This extended meeting dealt with the 'Implications for the Foundation of the new Community initiatives on the creation of the European Environmental Agency and the Safety Hygiene and Health Agency.' Extended meeting is using the documents B/83/5.
