It identifies key factors in the four-year programme strategy for 1989-1992 and lists budgetary options for consideration by the Bureau.' Specifically the Bureau is asked to 'take a decision on the financing of the Building development programme agreed by the Administrative Board' and 'recommend a strategy for development of the staff table, and specifically, what allowance should be made for staff in Chapter 1 of the 1989 preliminary draft budget.' 5pp.
