Abstract

Item 1: Draft agenda of the sixty-eighth meeting of the Bureau. Item 2: Draft minutes of the sixty-seventh meeting of the Bureau, 17 December 1987. Minutes record the examination of the agenda of the thirty-fourth meeting of the Administrative Board (p.1) and the adoption of the calendar of meetings for the Bureau, Board and Working Group meetings (p.4). 5pp. Item 3: Outline of the 1987 Annual Report. 'This note sets out the form of the Foundation's Annual Report for 1987 for the information of the Bureau. The 1987 report will be similar in form to the Annual Report for 1986 ... Any suggestions for improvement would be welcomed.' Note states that the report will be in three parts: Review of 1987, The work of the Foundation and Annexes. 2pp. Item 4: B/68/4a-Background paper to the 1989 preliminary draft budget. 'The 1989 Budget presents the Foundation with a number of options. This paper sets out the background to recent and current developments at the Foundation. It identifies key factors in the four-year programme strategy for 1989-1992 and lists budgetary options for consideration by the Bureau.' Specifically the Bureau is asked to 'take a decision on the financing of the Building development programme agreed by the Administrative Board' and 'recommend a strategy for development of the staff table, and specifically, what allowance should be made for staff in Chapter 1 of the 1989 preliminary draft budget.' 5pp.

B/68/4b-1989 preliminary draft budget of the Foundation. Covering note states that the preliminary budget 'proposes an overall increase of 5.8%.' Note further details the increase on a Chapter by Chapter basis. 4pp. Item 5: Draft agenda of the thirty-fifth meeting of the Administrative Board, 24-25 March 1988. Item 6: Paper addressing the recruitment and employment conditions of temporary staff within the Foundation. 'In the interests of creating an effective organisation with equitable treatment of staff, the Directorate would welcome the Bureau's advice on the conditions under which temporary staff should be engaged. It is a delicate matter, with a number of complicating factors.' Paper details the background behind the recruitment of temporary staff, future policy, the present position of temporary staff and the options before the Foundation. 7pp.
