Abstract

Item 1: Draft agenda of the seventy-seventh meeting of the Bureau. Item 2: Draft minutes of the seventy-sixth meeting of the Bureau, 2 March 1989. Minutes record the examination of the agenda of the Administrative Board meeting of 3 March 1989 including the presentation of the Annual Report for 1988 (p.2), the adoption of the 1989 work programme (p.3), the exchange of views on the 1990 work programme (p.4) and the draft 1990 budget. Minutes also record discussion on Roger Blanpain's suggestion to propose the Foundation for the 1989 Gregg Prize. It was agreed that 'this was basically a temporary employment institute and it would be inappropriate for the Foundation to become involved with it' (p.9). 10pp. Item 3: Note to the Bureau regarding the draft 1990 budget. Note states that the Bureau requested a budget of 8,163,000 ECU, this request was discussed internally in the Commission and 'it now appears that the Commission will propose a budget of 6,950,000 ECU for the Foundation's 1990 budget.' Note further states that 'this is only the first stage of the 1990 budgetary procedure and it may well be that either Council or Parliament could reduce these figures further.' Calling this 'disappointing' the Bureau is asked to 'consider what actions it and the Directorate should take in taking the budget forward in Council and Parliament.' 1p. Item 4: Discussion document on the preparation of the 1990 work programme. Note for the Bureau explains that 'An earlier paper outlining possible activities for inclusion in the Foundation's 1990 work programme was prepared for the Administrative Board's consideration. It was on the basis of that paper that the Administrative Board decided to support the budget proposals of the Directorate.' Note states that the Commission is only prepared to grant a budget 30% below the budget requested by the Foundation. Document attached to the note discusses the implications this reduced budget will have on the draft 1990 work programme. Item 5: Material relating to the role of the Committee of Experts. Note to the Bureau states that 'The Government Group representatives in the Administrative Board will, at their meeting in June, discuss the role of the Committee of Experts.' Included, as background information, is a copy of Articles 10-12 of the Regulation governing the Foundation, the Rules of Procedure of the Committee of Experts, a note prepared in 1988 by a working party on the role of the Committee of Experts and considerations on the Committee of Experts by its Chairperson, Gilbert Cornu. Item 6: Organisation study. No document. Item 7: Note for the Bureau concerning the development of networks. Note states that 'In the course of visits by the Directorate to Member States during the period 1986-1988, the point was frequently made that the Foundation needed to develop its relations and organise joint activities with various institutions whose aim is the improvement of working conditions.' Two programme sheets are included that represent the Foundation's 'first steps towards setting up networks of bodies and institutes.' 4pp. Item 8: Note for the Bureau concerning the organisation of group meetings in June 1989. Note states that 'As decided by the Administrative Board, its summer meeting will be replaced by several meetings.' A proposed timetable and agenda for each of the June Group meetings is attached to the note. Item 9: Nine copies of signed decisions approving study contracts. Item 10: Other: Notes:
