Abstract

Item 1: Draft agenda of the thirty-third meeting of the Bureau. Item 2: Draft minutes of the thirty-second meeting of the Bureau, 25 November 1982. Minutes record the examination of the agenda for the Administrative Board meting on 26 November 1982 including the progress report by the Director on the activities of the Foundation, July-November (p.2) and the 1983 work programme (p.2). 4pp. Item 3: Preliminary draft budget for 1984 'which is presented for discussion by the Bureau, is prepared in Irish pounds and shows an overall increase from 1983 of 11.6%.' Four page explanatory note explains the increase in the budget on a chapter by chapter basis and concludes with 'The Directorate considers that the requested overall increase in the Budget of 11.6% is a reasonable one and hopes that the Bureau and the Board can support it. The Directorate would also like to inform the Bureau that the Foundation's use of credits in 1982 again reached an overall figure of 99% ... further proof that the Foundation is fully utilising the appropriations granted to it by the Budgetary Authority.' 23pp. Item 4: Draft agenda for the twentieth meeting of the Administrative Board, 16 March 1983. Item 5: Discussion on staff management. No document. Item 6: Letter from Jean Degimbe, Chairperson of the Administrative Board, to Bent Pedersen, Deputy Director in which he encloses a document on the relationship between Staff and Management in the Commission. 'This note briefly describes the main features of relations between the Commission and its staff. Staff representation is provided either by the Staff Committee (elected at least every two years by all staff), or by the Trade Union or professional organisations.' Note comments that the role of the Staff Committee 'is essentially a consultative one' while the trade unions 'are professional organisations, have a far more specific role, but deal mainly with amendments to the rules, and are based on the principle of concertation.' Note further details the roles of the Staff Committee (p.1), the Trade Union and professional organisations (p.2) and the Structure of the appointing authority (p.2). 3pp. Item 7: Letters and copy of a contract of a staff member. Confidential material. Item 8: Information about the visit by the Committee on the Environment to the Foundation. No document. Item 9: Administrative Matters: B/33/9a-Signed contract authorising the Director to sign contracts with Cave Translations limited, D.F. Long Translations limited, E.L.B. Translations limited and Able Translations limited for the translation of study reports. B/33/9b-Decision authorising the Director to conclude a contract with Kilcoole Construction limited for the construction of new offices and the repairs to the stable buildings. Annexed is a plan showing the proposed office layout. Item 10: Other business: List of draft proposals for sectors that could be studied under the project 'Impact of new technology on experienced workers.' The three sectors proposed are the banking sector, the telephone/telecommunications engineering sector and 'research can also be undertaken, which deal primarily with skilled manual workers in the manufacturing industries which are utilising robots etc., such as the electrical/electronic and automobile industries.
