Abstract

Item 1: Draft agenda of the twenty-seventh meeting of the Bureau. Item 2: Draft minutes of the twenty-sixth meeting of the Bureau, 3 December 1981. Minutes record the examination of the agenda of the Administrative Board meeting held on 4 December 1981 including the examination of the fourth draft of the 1982 work programme and the thirteenth progress report by the Director on the activities of the Foundation (p.2) and the approval of the Bureau to the proposed amendment to the 1982 budget 'to take account of the subsidy anticipated by the budgetary authority.' (p.5). 6pp. Minutes are available in English and French. Item 3: Work programme for 1982. Programme, as approved at the Administrative Board meeting of 4 December 1981, details the activities of the Foundation for 1982 with 'the items being arranged under the headings of the current four-year programme 1981-84, on which this programme is based. As in previous programmes the activities proposed for 1982 fall under three main headings: Dissemination, Research promotion, Evaluation.' 17pp. Item 4: Annual report for 1981. Report, approved by the Administrative Board at its 17th meeting on 30 March 1982, details the activities of the Foundation for 1981 including a general overview of the Foundation (p.1), staff developments (p.3), work programmes for 1981 and 1982 (p.4), evaluation seminars and colloquia (p.11) and budgetary developments (p.15). 15pp. Item 5: Organigramme 1982. Organisational chart showing the staff structure of the Foundation, in particular listing the grade of staff employed in Research promotion, dissemination/information/documentation, translation, administration and technical services. Item 6: Preliminary draft budget for 1983. Three page explanatory note states that the draft 1983 budget 'which is presented for discussion to the Bureau, is prepared in Irish pounds and shows an overall increase from 1982 of 12.9%.' Note details the increase in the budget by individual Chapters with the increase in Chapter one being attributed to staff restructuring 'Given the fact that a high proportion of these staff members have now over five years service at the Foundation ... the Director considers that he must propose to the Board these re-gradings in 1983.' Note concludes by stating that the 'Director would like to look on 1983 as a year of consolidation both in terms of staff development and research volume. He hopes that these proposals can be accepted by the Bureau and the Board.' The nineteen page draft budget is annexed to the explanatory note. Item 7: Letter from Gilbert Cornu, Chairperson of the Committee of Experts, to Jean Degimbe, Chairperson of the Administrative Board concerning the role of the Committee of Experts. Letter, 26 October 1981, states that at its meeting of 10 July 1981 the Administrative Board 'specified the role of the Committee of Experts in regard to the implementation of the Foundation's annual programme.' Summarising the Committee's role as 'receiving detailed guidelines for every project ... [to] deliver an opinion on the subject of the studies ... making a contribution to the evaluation seminars.' Mr Cornu states that this is 'the role the Committee of Experts attempted to play at its meeting on 15-16 October 1981. It encountered several difficulties which I feel should be brought to your notice.' Mr Cornu details three problems encountered by the Committee: The exact definition of the role and resources of the Committee of Experts;The difficulty concerning evaluation seminars ('this difficulty arises in part from a certain confusion over the concept of an evaluation seminar ') ; 'The third and final difficulty concerns the documents prepared by the Foundation's Directorate for the 1982 programme ... these documents were thought to be unsatisfactory: they do not supply the elements whereby an opinion can be formulated.' With regard to the Committee's proposals for 1982 Mr Cornu states that they 'did not have time to consider all the project profiles presented at its October meeting. It was agreed that each expert woudl send comments in writing to the Chairperson of the Committee, who would consolidate them.' 5pp. A table 'showing the contribution of the Experts in the work of the Foundation' is annexed. item 8: B/27/8a - Decision and signed decision authorising the continuance of temporary mortality and temporary invalidity insurance approved by the Board in its decision of 3 March 1978. B/27/8b - List of bank holidays for 1982.
