Abstract

Item 1: Draft agenda of the twentieth meeting of the Bureau. Item 2: Adoption of the draft minutes of the nineteenth meeting of the Bureau, 17 November 1980. No document. Item 3: Draft agenda of the fourteenth meeting of the Administrative Board, 20 March 1981. French and Danish only. Item 4: Study of the revised working programme of 1981. No document. Item 5: Preliminary note on the 1982 budget. Note from the Director 'wishes to draw attention to the Bureau to the fact that the amount of money available to the Foundation for research has been decreasing dramatically over the past few years.' The question of the Foundation's high utilisation of funds is also raised (p.1) as is the question of staff numbers. 'The Director also requests the Bureau to look critically at the question of staff' (p.2). With these considerations in mind the Director 'has drawn up a preliminary outline of the 1982 budget.' Preliminary outline of this budget is detailed under the three Chapters of the 1982 budget. Report concludes by showing how the Berlin Centre for the Development of Vocational Training has consistently received more funding than the Foundation. 3pp. Included also is an 'Additional preliminary note on the 1982 budget' in which the Director informs the Bureau that 'it would now appear that my original estimate of 1,080,000 EUA for research would need to be increased by approximately 180,000 EUA, if the Foundation is to be able to implement the new four-year rolling programme in four years.' 1p. Item 6: Discussion on the problems concerning the pension scheme for the staff of the Foundation. No document. Item 7: B/20/7-Signed decision and decision authorising the continuance of temporary mortality and temporary invalidity insurance approved by the Board in its decision of 3 March 1978. B/20/7a-Note from the Director to members of the Bureau informing them that the 'Deputy Director of the Foundation ... has been refused permission by the Financial Control to transfer the normal 35% of his salary to Denmark for the month of September ... In all these circumstances the Director considers that an injustice has been done to the Deputy Director ... and requests the Bureau to over-rule the decision of the Financial Control in this matter.' Included also is a file of material, mainly correspondence, relating to this issue.
