Abstract

Item 1: No document. Item 2: Draft minutes of the twenty-eighth meeting of the Bureau, 29 March 1982. Minutes record the Bureau's preparation for the Administrative Board meeting to be held on 30 March 1982 (p.2), the discussion on the role of the Committee of Experts (p.3) and the staff tables for 1982 (p.4). 4pp. Item 3: Suggestions for the 1983 work programme. Document consists of nine suggestions for activities to be carried out in 1983 including 'Technological revolution in the office' (p.1) and 'The influence of the parties involved in the planning, financing and running of transport for commuting' (p.9). Activities are divided into 'The improvement of working conditions' (pp.1-7) and 'The improvement of living conditions' (pp.8-9). 10pp. Item 4: Administrative matters: B/29/4a-Signed decision authorising the Director to renew the contract of the Foundation's gardener for a further year. Item 5: Item 6: Item 7: Item 8: Item 9: Item 10: Other: Report from Wiebe de Jong, Director, on his visit to the plenary session of the European Parliament, 19-21 April 1982. Mr de Jong states that 'The discharge on the Foundation's 1980 accounts was on the agenda for discussion ... while the discharge document itself was generally positive in tone, the introduction by the Rapporteur of his report and a subsequent amendment were less favourable.' Mr de Jong elaborates that the Parliament commented that 'in its initial programme, the Foundation has dealt primarily with the improvement of working conditions and urges the Foundation to take account, to the fullest possible extent, of the ways in which living conditions could be ameliorated.' While the discharge was granted by the Parliament, Mr de Jong held several meetings with different members of the Parliament, including Kenneth Collins, the Socialist Chairperson of the Committee on the Environment, Public Health and Consumer Protection who 'made it very clear that his Committee were extremely dissatisfied with the Foundation and that he and his Group consider that our working programme would have to have a much better balance in the attention paid to research on living conditions.' Without this improvement Collins would not be able 'to vote any further appropriations to the Foundation.' Mr de Jong concludes his report by stating that 'In general then, the Committee on the Environment, the Budgetary Control Committee, the Socialist Group and the Conservative Group and also the European Progressive Democrats have indicated very strongly that when it comes to discussing the 1983 Budget there will be a very negative attitude in Parliament unless some attempt is made by the Foundation to increase the level of research on living conditions.' 3pp. Notes:
