Item 1: Draft agenda of the ninth meeting of the Bureau. Item 2: Draft minutes of the eighth meeting of the Bureau, 2 October 1978. Minutes record the Bureau's examination of items on the agenda of the Board's seventh meeting on 3 October 1978 (p.1), the discussion on the programme of meetings on 2-3 October 1978 (p.5) and Budgetary matters and the visit of the Audit Commission of the European Parliament (p.5). 5pp. Item 3: Discussion document on the 'Main lines regarding planned activities and the budget for 1980.' Document details the planned activities for 1980 and records the budgetary consequences of the proposed activities. 7pp. Item 4: Communication from Wiebe de Jong, Director, on the two seminars 'Work Organisation' and 'Shiftwork.' No document. Item 5: Communication from Wiebe de Jong, Director, on the dissemination of documents and information. No document. Item 6: Questions concerning staff regulations: B/9/6(1)-Letter from the members of the Administrative Board, 5 December 1978, in which they 'wish to inform all the members of the statutory bodies of the Foundation of the contents of the attached letter ... of 21 November 1978 from P. Baichere, Director General for Personnel and Administration.' In their letter the members of the Board disagree with the conclusion of the Director General that the proposal of the joint working party and the joint unanimous recommendations of the Board are 'not legally possible.' Recommendations relate to the proposed amendments to Council Regulation 1860/76 (see item B 6/4). 5pp. B/9/6(2)-Letter from Wiebe de Jong, Director to P. Baichere, Director General for Personnel and Administration, 6 December 1978. In his letter, regarding the proposed change in the Council Regulation 1860/76, states that he and the Foundation staff are 'extremely dissatisfied and disappointed with the formal context and material content' of a letter received by the Foundation from Baichere in which he says the proposed amendment is not legally possible. 3pp. Item 7: Provisional timetable of meetings to be held at the Foundation in 1979. 1p. Item 8: Signed decision transferring funds within Chapter 3 of the Foundation's budget for 1978. 2pp. Item 9: Item 10: Other: Copy of the working document on the Audit and Control visit to the European Foundation by Mr Angier, Chairperson of the Control Sub-committee, and Mr Hansen, Dublin 20 July 1978.
