Abstract

Item 1: Draft agenda of the sixteenth meeting of the Bureau. Item 2: Draft minutes of the fifteenth meeting of the Bureau, 12 November 1979. Minutes record the examination of the draft agenda for the Administrative Board meeting to be held on 13 November 1979 and the approval of the draft minutes of the ninth Administrative Board meeting (p.2) and the discussion on the draft programme of work for 1980 (p.4). 6pp. Item 3: Draft budget for 1981. 9pp. Item 4: Signed decision authorising the Director and Deputy Director 'in consultation with the Financial Control of the European Commission, to make any necessary adjustments within individual chapters of the Foundation's Draft Budget for 1980 for the management of funds available to enable the day-to-day running of the Foundation to continue, in light of the existing budgetary situation.' Budgetary situation is explained as 'the Budgetary Authority has not adopted the Community Budget, which included the Draft Budget for the Foundation, so Article 8 of the Foundation's Financial Regulations comes into operation.' 3pp. Item 5: List of evaluation seminars for 1980. Seminars are to evaluate the Foundation's 1978 and 1979 studies. Item 6: Discussion on the 'Pilot Schemes' paper (No document). Item 7: Discussion on the Foundation model: B/16/7(1)-Governments Group evaluation report on the seminar on the Foundation model for new forms of work organisation, 13-14 September 1979. 10pp.

Note states that 'Although the number of analyses and reports is quite numerous already, the European Foundation feels the need for further systematic analyses of new forms of work organisation.' Item 8: Revised proposals by the Director concerning the second four-year rolling programme, 1981-1984. Proposal consists of a list of themes divided into three categories; Continuation of work from the first four-year rolling programme (p.2), themes from the first four-year rolling programme not yet adequately covered (p.3) and new themes (p.4). 5pp. Item 9: Draft agenda and proposed dates for the eleventh meeting of the Administrative Board. Item 10: B/16/10(1)-Decision authorising the continuance of the temporary mortality and temporary invalidity insurance cover approved by the Board in its decision of 3 March 1978. B/16/10(2)-Decision to adopt the 1980 Public holiday list for Foundation staff. 1980 list is included. B/16/10(3)-Decision by the Bureau noting the new 'scale of salaries for Local Agents from 1 January 1980 in accordance with the decision taken by the Board at its meeting on 13 November 1979.'
