Abstract

Item 1: Draft agenda of the eighteenth meeting of the Bureau. Item 2: Draft minutes of the seventeenth meeting of the Bureau, 30 June 1980. Minutes record the meeting of the 'enlarged Bureau' which included 'members of the working group responsible for drawing up the four- year programme ... The Group discussed the draft ... In the course of the discussion the text was amended and recast to reflect the general compromise reached between the various members.' (p.1). Minutes also record the meeting of the Bureau including the preparation of the meeting of the Administrative Board of 1 July 1980 (p.2) and the discussion on the proposed pilot schemes of the Foundation (p.6). 6pp. Item 3: Preparation of the discussion at the next Board meeting on the four-year rolling programme. No document. Item 4: Draft programme of work for 1981. Draft programme 'is the fifth annual programme of the Foundation and the first one under the four-year rolling programme 1981-1984 ... This means that it will naturally reflect a mixture of the characteristics of continuity and innovation.' Proposed activities of the Foundation are divided into dissemination and documentation (p.2), studies and pilot schemes (p.3) and organisation of seminars and colloquia (p.6). 6pp. Item 5: Note from Wiebe de Jong, Director, to members of the Bureau on 'Pluriannual studies in the framework of the European Foundation.' In his introduction Mr de Jong dismisses the proposed 'Pilot schemes and their potential role in the activities of the Foundation' as being not 'viable or adequate in the Framework of the Foundation's work at present' but insists that there is a need 'for studies and projects of more than one years duration.' He states that such projects will arise 'after the completion of the initial phase in a number of areas where existing literature and the Foundation's studies have revealed lacunas or issues which require a follow up and further investigation over at least a couple of years with a view to rounding off the Foundation's activities in these areas.' Note details the proposed methods of application for such pluriannual studies (p.3), the duration of their financial support (p.4) and concludes by asking the Bureau 'to pronounce its opinion on the suggestions ... and specify its wishes concerning changes' (p.5). 5pp. Item 6: B/18/6(1)-Text, from Jean Degimbe, Chairperson of the Administrative Board, on behalf of Wiebe de Jong, Director, asking the Bureau to ratify transfers within the 1980 budget and to delegate to the Director and Deputy Director the power to transfer between Articles or Items of the Foundation's budget. B/18/6(2)-Signed decision effecting transfers within Chapters 1 and 2 of the Foundations1980 budget and delegating to the Director and Deputy Director the 'power to transfer between Articles or Items of the Foundation's budget.' B/18/6(3)-Signed decision replacing the Deputy Administrator of Advance Funds of the Foundation. Item 7: Report on a proposed 'complementary pension scheme.' Report states that under the terms of Article 38 of the Foundation's Staff Regulation 'staff members, for pension purposes, are affiliated to their national social security systems. Most of these systems provide for adequate pensions but in the case of the British and Irish staff members the level of pensions is very low ... The Director accordingly suggest that a supplementary pension scheme for the fourteen staff members affiliated to the Irish scheme, the two staff members affiliated to the British scheme and the Director himself, be established.' Report details such a pension scheme including the scheme itself (pp.1-2) and quotations received from various pension companies (p.2). Report predicts that the Financial Control of the Commission will not approve this scheme and issue a "refus de visa" and that the Administrative Board 'will have to overrule the refus de visa in accordance with the terms of article 30 of the Foundations Financial Regulations' (p.3) 3pp.
