The Board submitted proposals designed to smooth the way for further progress in the abolition of subsisting quantitative restriction on imports. One proposal was to modify the basis of calculation for liberalisation by taking into consideration all non-freed imports both in the public and private sectors and another was to adopted a reference year later then 1948, so as to take into account subsequent changes in the pattern of imports. With a view to helping Governments to overcome the difficulties they had met in liberalising sectors, these proposals also included a series of measures of relaxation, such as the introduction or extension of quotas and special measures for agricultural and food products.
