The problem of doing away with artificial exports aids which had the effect of distorting the flow of trade seemed to be one of the most important and most difficult to solve. Certain measures of artificial aid to exports were prohibited outright, others were brought to a standstill and a reference procedure was introduced against countries which did not observe these provisions.
