The General Secretariat is under the authority of the Secretary-General and it assists him in his duties. The Secretariat carries out all the functions entrusted to it by the Council and the Executive Committee in the ordinary course of work. It also preforms all secretarial work for the Working Parties of the abovementioned organs. It liaises with other international organisations and provides the secretarial services for the bodies responsible for external relations, it also includes the interpreter service.
