Content and Structure
A substantial part of the activities of the Steering Board has been devoted to examining the case of Member countries which for valid reasons were unable to meet the trade liberalisation commitments laid down. The first problem was that of members countries with temporary balance of payments difficulties. In these cases, the Steering Board for Trade and the Managing Board of the EPU sought out and recommend to these countries measures designed to enable them to recover their economic and financial equilibrium and thus to meet their OEEC commitments. In parallel, creditor countries were asked to extend their liberalisation and to increase their imports, especially from debtor countries.
In the second place, continuous examination were made in the case of countries which were experiencing structural difficulties and which, with the aid of the Organisation, have introduced programmes of economic stabilisation.
