The Copernicus Steering Committee was tasked with guiding the activities of the programme and finding funds to support it financially. The Committee selected three general themes for Copernicus activities: Law and Environment, Economics and Environment and Health and Environment.

The Committee decided to focus its regional activities on the areas of the Baltic Sea and the Danube River.

The files are composed of the correspondence and working documents of the meetings.
