The first Network SPECIAL (Space Processes and Electrical Changes Influencing Atmospheric Layers) was approved by the ESF Network Group in May 1999. A second proposal called SPECIAL II on "Space Weather and the Earth's Weather and Climate" was approved in May 2001.
