Context
Since 1952 the same countries of Western Europe had been meeting simultaneously in two different forums to examine and endeavor to solve the problems of European agriculture: the Food and Agriculture Committee of the OEEC and the European Conference on the Organisation of Agricultural Markets, better known as the "Green Pool". A certain duplication was unavoidable despite co-operation on various levels. The governments participating in the Conference were in particular anxious not to dissociate the study of agriculture and food problems from their general economic context and in July 1954, recognised that it should be possible for the work of the Conference to be carried out in the OEEC subject to certain provisions. Under these provisions the OEEC was to recongise the special nature of agricultural problems and the need to examine them according to specific methods. On 14 January 1955, the Council of the OEEC ratified the proposals of the Conference:;To set up a Ministerial Committee for Agriculture and Food;To hold special meetings of the Council to be attended by the Minsiters of Agriculture, to discuss agricultural problems giving rise to Decisions binding the govenments ;To set up a Committee of Ministers' Deputies, and;To set up a Directorate for Agriculture and Food
