Content and Structure
The Ministerial Committee and its Committee of Deputies were established by the Decision of the Council of 14th January 1955. Spain took part in their work, and in the work of their subsidiary bodies, on an equal footing with the other member countries of the Organisation from the end of January 1955, until acceeding to membership of the Organisation in July 1959. Yugoslavia has, since July 1959, had the same status as that applied to Spain between 1955 and 1959. The functions of the Ministerial Committee were: (1) to examine periodically the problems of Member countries relating to Agriculture and Food, (2) to examine the effects upon agricultural and food problems of questions and proposals of a general character under discussion in the Organisation, (3) to agree on measudres to be taken by Ministers within the limits of their national competence and, whenever decisions binding on the Government are necessary, to submit appropriate proposals to the Council.
