Three times, the Committee of Alternates attempted to solve the crisis of ESRO and ELDO in looking for a unique European space organisation. The first of the working groups, chaired by J.H. Bannier, worked on 1968 only. The members of the Group were detached from their own governments and their work remained confidential. On 1970, other two working groups, open to the delegations and advisors worked : the first one, called on Convention studied the terms of a Convention of a unified European space organisation and the second one, a Committee on Organisation was setted up with the task of completing the work not carried out by the Group chaired by Bannier. This serie includs documents of all those three short-living bodies.
