Under the initiatives of ELDO member states governments, annual conferences at the level of Ministers, with the support of advisors, took place in order to solve the crisis of the two European space organisations, ESRO and ELDO, seeking a possible merge and the re-foundation of a unique organisation. Beside the delegations of ESRO and ELDO, also CETS member states attended the meetings. The Conferences were held up to April 1975, when the real unique European Space Agency was established.
