In the session of April 1973, the Committee of Alternates established a personnel policy sub-group with the task to produce specific and comprehensive recommendations for the formulation of a personnel policy for the new European Space Agency, taking into account the practices in the coordinated organisations, the actual policies of ESRO and ELDO and the views of the related staff associations. The participation was open for all delegations.
