At the beginning of 1973, the Committee of Alternates entrusted a Legal sub-group to prepare in details the legal framework and the texts for the Convention of the new European space agency and, in full coordination with the Working Group setting up the European Space Agency, to submit their efforts at the end of the same year. The Legal sub-group was composed by two members per delegation.
