An exploratory workshop on Environment and Development was held in Oslo in September 1988. The recommendations resulting from the workshop were to establish a planning committee to prepare the scientific programme encouraging the research in two specific fields: Environmental economics and Institutional responsiveness to environmental stress.
The 1988 ESF General Assembly approved the recommendations.
In 1990, the new programme Environment, Science and Society (ESS) began its work adopting a dual approach combining small working groups and pilot empirical research projects, setting up to develop joint sessions.
The Tackling Environmental Resource Management (TERM) will succeed to the ESS programme from 1996 to 2002.
