Signed by Jean-Jacques Dordain (ESA Director General), Fernando Díez Moreno (Secretary of State Ministry of Defence) and Pedro Morenés Eulate (Secretary of State for Science and Technology) on 22/07/2003. Implemented provisionally from the date of its signature. Shall come into force on the date when instruments of ratification or approval are exchanged.
It also includes document of the transfer of the Cebreros site land, facilities and services, dated on 17 March 2004.
