Greek Cypriots adhere to advice from Athens. Commission not particularly active on conflict aspect as UN’s competence. Commission tends to be anti-Turkey. Javier Solana, European Union's High Representative for Common Foreign and Security Policy, has not yet entered fray. [Cox] says it’s a mistake to wave economic carrots at Turk Cypriots. Turk Cypriots don’t trust EU
9/5: Meeting between Cox and Glafcos Clerides, President of Cyprus on discussions between the latter and Rauf Denktash, the Turkish Cypriot leader, 3 years previously. Discussion on current state of affairs and respect for UN Resolution. Cox says that in 2002 there exists a compelling deadline. It appears that Denktash/Ankara position is that until they get date for starting negotiations for Turkey’s accession to EU that they will not move on Cyprus. Denktash can’t accept EU participation in search for solution as Greece in EU but Turkey not.
9/5: Meeting between Cox and Denktash (RD): as European Parliament (EP) President open to dialogue. RD says prejudice of EP already exists. Can’t accept mandate from Commission. Government of Cyprus cannot be government of Turkish Cypriots unless a partnership of equality is established

UK happy to look at extension of qualified majority voting. Huge credibility problem with the legitimacy of the EU institutions.
