Particular series of official issues, not marked with the initial letter of the Council, were issued for the Council's convenience or simply for information. In fact, these papers contained short studies on external bodies, historical backgrounds and other information. They were discussed also at the meetings of the Administrative and Finance Committee. Gradually in the years, the above mentioned tasks were absorbed by each programme board or committee and the number of issues remarkably reduced.
