Content and Structure
The original scheme of the operational structure before the reform established that the Director General was under the level of the Council. On its side, under the Directorate, there were three specific Directorates : Technical, Scientific and Administrative. With the reform and the creation of the Programme Boards, the Director General, beside and not under the Council, operated directly over the administration and over the various establishments. The Director General guided the application committees and groups on the basis of a quicker procedural policy. The Director General become the manager of the organisation with fully executive role. This structure was more fruitful and it facilitated the great development of ESRO.
