The Council was composed by governmental delegates, assisted by advisors. It produced official series, the first one for the minutesof the meetings and the second one for the working papers discussed at the same meetings. These working papers were mainly prepared by the Legal Department, which gathered all the proposals presented by the other bodies and by delegations. Often, the Council's papers had as attached some official issues of other bodies or other organisations. These attached papers has been arranged in their specific archivistical location.
