The Committee of organisation was optionally composed by every governmental delegate of a CETS member that intended to prepare reports to be submitted to the Conference or previously to the Committee of Deputies. The delegates could be helped by advisors. The Committee studied also legal implications of a permanent European organisation in the field of telecommunication satellites and also the convenient European role in the related world context. Under the aegis of the Committee of Deputies, the Committee of organisation negotiated with non European governments.
