Following a control mission undertaken by ECHO officials to the former Yugoslavia which took place on 27 Jan to 4 Feb 1998, it was demonstrated that certain operational contracts dedicated to humanitarian aid there were not carried out although the money was paid. Lowe was appointed by Carlo Trojan (Secretary General) to carry out an administrative enquiry on the handling of humanitarian aid contracts
