From Jan 1995 until Nov 1997 Lowe worked as Chef de Cabinet to Commissioner Neil Kinnock. Neil Kinnock was Commissioner responsible for Transport and Transeuropean Networks in the Santer Commission. On 15 March 1999, the Santer Commission resigned en masse following allegations of fraud.
