Decision at Messina to take further steps toward integration through CSC countries rather than through OEEC. - Dutch moves to implement Messina decision. - Note of conversation between René Mayer of High Authority and Buchanan on the enthusiasm and interest in Euratom which Mayer hoped would not cause the idea of Common Market to be neglected.
