Remarks on: meeting with René Pleven, who feels the French Parliament will pass EDC Treaty, provided bulk of the Socialist vote can be brought to favour it, feels it would be helpful if other countries ratified it first,- visit with William Tomlinson to High Authority, Luxembourg,- speaks with representatives of Benelux countries regarding ratification, and their dissatisfaction with French protocols. Germans and Italians feel they can pass it,- attended Foreign Minister's meeting in Strasbourg where Paul Henri Spaak presented incomplete text of EPC Treaty,- visit to Bonn for discussions on EDC with Chancellor Konrad Adenauer,- visit to Rome, feels disappointed at inability of Italian Chamber to ratify the EDC
talks with Jean Monnet regarding a loan from International Bank for CSC,efforts to move Van Zeeland, Belgian Foreign Minister, ahead with Treaty | conversation with Van Zeeland where he committed himself to press for ratification regardless of what the other countries do.
