Interview with Paul Hoffman who was involved with the administration of the Marshall Plan, states that from the beginning he had in mind the building of a new Europe, a union on economic lines rather than political. He felt that the Monnet Plan was critical to the concept of a united Europe and Jean Monnet himself helped change the thinking of European leaders.
