One of the central priorities of the EU was to develop a common European information area which would be embedded in the global information infrastructure. The Commission's vision of such an infrastructure was first presented in the December 1993 White Paper on Growth Competitiveness and Employment, then taken up in the Bangemann Report on Europe and the Global Information Society, presented to the European Council in Corfu in June 1994 and in the Action Plan issued by the Commission in July 1994.
