Administrative and Biographical History
According to the article n.5/1/b, ESA started the design, development, construction, launching and placing in orbit of METEOSAT, a great optional programme. The work began in 1978 and the first satellites were foreseen for 1983/1984. In these years a related Programme Board (PB-OM) was established. The almost complete amount of the serie was shipped by ESA basically according to the documentary organisation given to it by Mr. Tessier, Head of Earth Observation Office.
